Mystery of the Three Heads on the Sidewalk in Houston: Any Clues?

Three metallic, crudely sculpted faces with exaggerated, unsettling expressions are embedded in a concrete sidewalk. The left face has wide, bulging eyes and an open mouth; the center face has a long nose and a neutral expression; the right face has a sinister grin and one eye squinted. The image is overlaid with the text 'i'm not a fan of this place'.
