Government Spending Cuts: Creating a New Department with an Infinite Budget?

The image is a screenshot of an NPR news article with the headline 'Trump taps Musk to lead a 'Department of Government Efficiency' with Ramaswamy'. Below the headline, there's a side-by-side photo of Vivek Ramaswamy (left, smiling) and Elon Musk (right, with a neutral expression). The article text confirms Trump's announcement of this fictional government department. The joke is that the 'Department of Government Efficiency' is a satirical concept, as no such department exists, and the pairing of Musk and Ramaswamy is absurdly ambitious.
