Murder: Just a technicality?

The meme is a three-panel image collage. The top panel shows a man in a green shirt holding a rifle at night with the text 'It's only illegal'. The middle panel shows a man with curly hair being choked by another person, with the text 'to murder'. The bottom panel shows a blurry security camera view of a person walking away from police cars with flashing lights, with the text 'the powerful.'
