Is this animal abuse or a unique work of art? (It's makeup, not a tattoo!)

A black cow stands in a field with a large, colorful painting of a woman in a pink outfit and a red flower on its side, creating the illusion that the cow is wearing the outfit and posing. The cow's head and legs are visible, and it wears a halter. The ground is dry grass and dirt, with green bushes in the background.
