Is This an Illegal Use of the Presidential Seal?

A white Ford Transit 250 van is parked on a road with trees in the background. On its side, there's a sticker of Donald Trump giving a thumbs-up against an American flag background with the text 'Let's Make Votes Go Once Again'. Another sticker nearby reads 'Official Inauguration Merchandise'. A large truck with 'MARTEN' written on it is visible behind the van. The image is a real photograph, not a cartoon or edited image.
